The long-awaited Urban Local Bodies (ULB) elections in Jammu and Kashmir are now expected to face further delays, with officials indicating that the electoral process is unlikely to take place in 2026.
According to officials familiar with the matter, the primary reason behind the delay is the absence of an updated electoral roll. The revised voter list required for conducting ULB elections can only be prepared after the Special Intensive Revision (SIR) exercise is completed across the Union Territory.
Unlike Panchayat elections, Urban Local Bodies elections rely on the electoral rolls prepared by the Election Commission of India (ECI). Since no revision of electoral rolls has been carried out in Jammu and Kashmir following the 2024 Assembly elections, officials believe that conducting ULB polls this year is practically impossible.
The Election Commission of India had earlier clarified that the Special Intensive Revision for Jammu and Kashmir, Ladakh, and Himachal Pradesh would be announced only after the completion of Phase II of the Census. The Commission also noted that weather conditions in snow-bound regions would play a significant role in determining the timeline for the exercise.
The Commission stated that once both the Census process and seasonal conditions permit, a detailed schedule for the electoral revision will be released. Only after this process is completed can preparations for Urban Local Bodies elections begin.
The elected terms of Urban Local Bodies across Jammu and Kashmir expired between October and December 2023. Since then, the Union Territory’s 78 Urban Local Bodies, including its two Municipal Corporations, have been awaiting fresh elections.
The continued delay means that residents may have to wait even longer before electing their local representatives. Many believe that strengthening grassroots democracy through timely local body elections remains essential for better governance, faster civic development, and stronger public participation. As stakeholders await the Election Commission’s next announcement, attention now turns to the completion of the Special Intensive Revision, which will determine the future election schedule for urban local governance in Jammu and Kashmir.
